Master Chief Tracy is a distinguished naval leader with more than 21 years of service across aviation deck operations, organizational safety, recruiting, detailing, and fleet-wide training certification. He currently serves as the Air Department Leading Chief Petty Officer at Afloat Training Group (ATG) San Diego, where he oversees the training, assessment, and certification of every aviation-capable ship in the U.S. Pacific Fleet.
A recognized subject matter expert in naval instruction and operational readiness, Master Chief Tracy holds dual certifications as a Master Training Specialist (MTS) and Afloat Training Specialist (ATS). These credentials reflect his deep expertise in curriculum development, instructor mentorship, and the execution of complex shipboard training cycles. His operational leadership spans some of the Navy’s most advanced platforms, including USS Theodore Roosevelt (CVN-71), USS America (LHA-6), and USS Boxer (LHD-4).
Master Chief Tracy has also played a pivotal role in shaping the Navy’s most critical asset—its people. While assigned to Navy Personnel Command (NPC) in Millington, Tennessee, he served as the Aviation Boatswain’s Mate (“AB”) Lead Rating Specialist and Aviation Placement Leading Chief Petty Officer. In this role, he was responsible for the career management, manning, and worldwide placement of the Aviation Boatswain’s Mate community. His commitment to force development was further demonstrated during his tour at Navy Recruiting District Seattle, including duty in Anchorage, where he was recognized as Recruiter of the Year and Sailor of the Year and led the region’s “Most Improved Division.”
A dedicated servant leader, Master Chief Tracy has served on seven Enlisted Selection Boards, directly influencing the advancement of thousands of Chief, Senior Chief, and Master Chief Petty Officers. He is a graduate of the Navy Senior Enlisted Academy (Class 202) and holds a Bachelor’s Degree in Organizational Leadership, along with a Project Management Professional (PMP) certification from the University of Oregon.
